Provision of consulting services for the development of project proposals of the Special Service for Strategy, Planning and Eval-uation (EYSSA)
After an international call for tenders, LKN ANALYSIS Ltd. was assigned by the Special Service for Strategy, Planning and Evaluation (EYSSA) of the National Coordination Authority for ESIF (Ministry of Development and Investments, Greece) the following project:
“Provision of consulting services for the development of project proposals of the Special Service for Strategy, Planning and Eval-uation (EYSSA)” and in particular the following projects:
Project 2: “Evaluating freshness and authenticity with real-time non-destructive methods to increase the value added of Adriatic-Ionian macro-region produced fish (AIM – FRISH)”
Project 3: “Aquaculture Marine Observatory Systems (AMOS)”
Project 4: “Sustainable packaging of fish and seafood based on marine bioresources (SeaSusPAck)”
Project 5: “The effects of anthropogenic pressures and climate change in the nutritional and commercial value of two small pelagic fish species of importance to ADRION region fisheries: Biodiversity and energy flow from the ecosystem to the final product (EURYNOME)”
The abovementioned projects have been selected by the Thematic Steering Group for Pillar 1 (Blue Growth) of the Adriatic-Ionian macro-regional Strategy (EUSAIR) for further development and implementation in the context of the Strategy. LKN ANALYSIS will undertake the maturation of the above projects, and in particular the preparation of a study for each individual project, the development of the project proposal with the participation of relevant stakeholders from the macro-region and the preparation of an application file for submission to European financial programmes.
COMPLETED PROJECTS
“Transfer of the already integrated projects of the Special Programme for Natural Disasters to the EPA Information System (Greece)”
The aim of this project, assigned by the Management Organisation Unit of Development Programmes (MOU S.A.), was to provide technical support for the completion of the management of the Special Programme for Natural Disasters and the transfer of the integrated projects of the Public Investement Programme to the Special Programme for Natural Disasters and the EPA Information System.
“Cohesion Policy design and implementation in an island context: Evidence and policy perspectives from the North Aegean in Greece”
This study, implemented by Spatial Foresight GmbH and LKN ANALYSIS Ltd., analyses the implementation of an Integrated Territorial Investment (ITI) targeting small islands of the North Aegean Region in the 2014-2020 programming period, considering observed patterns of development in recent years and in the broader context of Cohesion Policy implementation. Outputs of this analysis serve as basis for recommendations for the design and implementation of a corresponding ITI in the 2021-2027 programming period. The study is a spin-off of the ESPON BRIDGES project, which explored opportunities and challenges linked to geographic specificities of the North Aegean region.
On November 1st, 2022, the project “Support of the Managing Authority of Peloponnese OP for the revision of the Smart Specialisation Strategy of the Peloponnese region for the programming period 2021 – 2027”, with a total duration of nine months, was completed by LKN ANALYSIS Ltd.
APPROVAL OF 2021-2027 PROGRAMMES (Greece)
- LKN ANALYSIS Ltd. was assigned the project “Provision of consulting services for the drafting of the 2021-2027 “Civil Protection Programme” by the Ministry of Climate Crisis & Civil Protection. The “Civil Protection” Programme was approved on June 16th, 2022, by the European Commission, under the Partnership Agreement 2021-2027. The Programme has a budget of 714 million euros and was among the first ones to be officially submitted by our country to the competent European authorities.
- LKN ANALYSIS Ltd. was the contractor of the project “Technical Consultant to the Managing Authority of Sterea Ellada OP for the design, consultation and approval of the Operational Programme 2021-2027 (ERDF)”. The Programme “Sterea Ellada 2021-2027” was approved on August 29th, 2022, by the European Commission, within the framework of the Partnership Agreement 2021-2027. The total resources allocated to the Programme amount to €426,065,902.00, of which €315,684,496. (74.1% of the total budget of the Programme) are co-financed by the ERDF and €110,381,406 (25.9% of the total budget of the Programme) are co-financed by the ESF+.
- The consortium comprising the Agricultural University of Athens and LKN ANALYSIS Ltd. were assigned in 2019 the project “Provision of technical and administrative support for the design of the Common Agricultural Policy (CAP) Strategic Plan 2023-2027” (Greece), with a total duration of 3.5 years. The official approval of the Strategic Plan by the European Commission was announced on November 21th, 2022, with the total resources to be allocated to Greece amounting to €14,250,559,104.
CAPACITY BUILDING EVENTS IN THE FRAMEWORK OF THE PROJECT “MONITORING AND EVALUATION OF THE ADRIATIC – IONIAN MACRO-REGIONAL STRATEGY (EUSAIR)”
The project was assigned in 2019, following an international call for tenders, to the consortium comprising LKN ANALYSIS Ltd and the University of the Aegean (Greece). One of the main activities of the project is capacity building for public authorities and administrations.
Capacity building for monitoring and evaluation is a crucial parameter for the success of a macro-regional Strategy such as the EUSAIR, taking into account the different levels of knowledge and practical experience in programme monitoring and evaluation between the EU and IPA Member States. In addition, different knowledge and skills are required for monitoring and evaluation at the macro-regional Strategy level compared to those required for programme monitoring and evaluation. Therefore, a number of capacity building events were envisaged in the context of Work Package 3 of the EUSAIR Facility Point, namely eight national capacity building events, organised by the EUSAIR Facility Point project partners, and two macro-regional capacity building events.
The first macro-regional event took place in Athens (Greece), in 2019, focusing on the state of play of the EUSAIR Facility Point Work Package 3 “Monitoring and Evaluation”. Guidance was provided on the preparation of the EUSAIR Pillar 1 Annual Monitoring Report 2019 and the Annual EUSAIR Synthetic Report 2019.
The 2nd macro-regional event was held in 2022 (Ljubljana, Slovenia, December 2022). The meeting focused on procedures, methods and tools of capturing the EUSAIR achievements, in terms of outputs, results and impacts, proposed indicators and best practices from other macro-regional Strategies.
Regarding the national events, three national capacity building events for monitoring and evaluation have taken place so far, namely in Italy (Bologna, July 2022), Slovenia (September 2022, online event) and Croatia (Plitvice, November 2022). In the above events, LKN ANALYSIS Ltd. participated either in person (Italy, Croatia, Slovenia – 2nd macro-regional event), or online (Slovenia – national event), presenting proposals related to the monitoring and evaluation system of the macro-regional Strategy.
The capacity building events will be completed within 2023, with the organisation of the national event in Greece (February 2023), as well as the relevant events for the five candidate countries of the Western Balkans participating in the EUSAIR (Albania, Montenegro, Serbia, Bosnia and Herzegovina, North Macedonia).
